In which order can we recite the Surahs?
Question
1.) In a Fardh, Sunnah, or Nafl Salāh in which order can we recite the sūrahs ?
2.) Is the sūrah of the 2nd rakah in Fard, Sunnah, or Nafl Salāh supposed to be shorter than the 1st rakah?
3.) Is the sūrah of the 3rd rakah in a Sunnah/Nafl Salāh supposed to be shorter or longer than that of the 2nd rakah?
4.) Is the sūrah of the 4th rakah in a Sunnah/Nafl Salāh supposed to be shorter or longer than that of the 3rd rakah?
Answer
In the Name of Allāh, the Most Gracious, the Most Merciful.
As-salāmu ‘alaykum wa-rahmatullāhi wa-barakātuh.
1.) In a Fardh Salāh you would recite the sūrahs in the same order they are arranged in the Quran. To recite contrary to that is makrūh. If done unintentionally, then it's not makrūh.
In a Sunnah or Nafl Salāh it is not makrūh to recite out of sequence. [i] [ii]
2.) Yes, the sūrah of the 2nd rakah should be shorter than the sūrah in the 1st rakah. [iii] [iv] [v]
3.) It is not makrūh, to make the 3rd rakah longer than the 2nd rakah since every two rakāhs of sunnah or nawāfil are considered a separate set. [vi]
4.) It is makrūh to make the 4th rakah longer than the 3rd rakah since these two rakāhs are considered one set.

ويكره الفصل بسورة قصيرة وأن يقرأ منكوسا إلا إذا ختم فيقرأ من البقرة [ii]
وفي القنية قرأ في الأولى الكافرون وفي الثانية - ألم تر - أو - تبت - ثم ذكر يتم وقيل يقطع ويبدأ ، ولا يكره في النفل شيء من ذلك

وقال محمد رحمه الله تعالى أحب إلي أن يطول الركعة الأولى على الثانية في الصلوات [iii]
كلها وعليه الفتوى...وفي بعض شروح الجامع الصغير لا خلاف أن إطالة الركعة الثانية على الأولى مكروهة إن كانت بثلاث آيات أو أكثر وإن كانت بأقل من ذلك لا يكره كذا في الخلاصة قال المرغيناني التطويل يعتبر بالآي إن كانت متقاربة وإن كانت الآيات متفاوتة من حيث الطول والقصر يعتبر بالكلمات والحروف

والذي تحصل من مجموع كلامه وكلام القنية أن إطلاق كراهة إطالة الثانية بثلاث آيات [iv]
مقيد بالسور القصيرة المتقاربة الآيات لظهور الإطالة حينئذ فيها أما السور الطويلة أو القصيرة المتفاوتة فلا يعتبر العدد فيهما بل يعتبر ظهور الإطالة من حيث الكلمات وإن اتحدت آيات السورتين عددا هذا ما فهمته ، والله تعالى أعلم

والأصح كراهة إطالة الثانية على الأولى في النفل أيضا إلحاقا له بالفرض فيما لم يرد به [v] تخصيص من التوسعة كجوازه قاعدا بلا عذر ونحوه

وأما إطالة الثالثة على الثانية والأولى فلا تكره ، لما أنه شفع آخر [vi]
