Answer

In response to a similar question, Huzoor Shaarih e Bukhari Hazrat Allamah Mufti Muhammad Sharif-ul-Haq Amjadi Alaihir Rahmah writes: "This statement or declaration of Huzoor Ghaus-e-Azam Radi Allahu Anhu includes all the former or ancient Awliya and the later Awliya with the exception of the Sahaaba e Kiraam and and some Taabaeen e Izaam.” It is in Bahjatul Asraar Shareef that when Ghaus e Aazam Radi Allahu Anhu declared this:

"THIS FOOT OF MINE IS ON THE NECK OF EVERY WALI ALLAH." Then all the former and later Saints bent or lowered their necks, those who were alive physically and those who had passed on as well. It is also mentioned in the same book that after hearing this declaration of Ghaus e Aazam Radi Allahu Anhu, all the Saints lowered their heads at once, even the Abdaal e Ashr (ten Abdaal) and the Sultaans (kings) of the time also. It is also stated in the same book that Hazrat Ali bin Haiti Radi Allahu Anhu was asked: why did you hurry to take the blessed foot on your neck? He said that Ghaus-e-Azam Radi Allahu Anhu was given a Divine Order to say this and he was given authority as well to depose those who do not lower their necks, therefore Abu Muhammad Qasim bin Abdullah Batri says that Ajami did not lower or bow his head at that time, then everything (all dignity and spiritual powers) were taken away from him, from this it became very evident that this declaration of Ghaus-e-Azam Radi Allahu Anhu was not only particularly related to apparent life rather it was also related to those who were present before the blessed arrival of Huzoor Ghaus-e-Azam Radi Allahu Anhu and for those who came after him as well. (Fataawa Shaarih e Bukhari Volume 2 page number 118)

It is in Fataawa Razviyyah Shareef: "From after Imam Hasan Askari Radi Allahu Anhu until the arrival of Sayyiduna Imam Mahdi Radi Allahu Anhu, our Master Huzoor Ghaus-e-Azam Radi Allahu Anhu is the Ghaus of all the worlds, the Ghaus of all the Ghaus and he is the head of all the Awliya and his blessed foot is on their necks". (Fataawa Razviyyah Shareef volume 26 page number 559).

In short: The blessed foot of Ghaus-e-Azam Radi Allahu Anhu is on the necks of all the Awliya. It is on the necks of those who were present in that time and upon the necks of former and later Awliya as well, upon the necks of those Awliya who were present, it was in the apparent and visible sense, and upon the former and later Saints, it was secretly and spiritually, but from the former Awliya, the Sahab e Kiraam and Ahl e Baitaan e Izaam will be excluded, likewise from the later Awliya Imam Mahdi will be excluded and some Tabieen as well, for more details in this regard, to study Zubdatul Aathaar, Qalaaidul Jawaahir, and Fataawa Hadithiyah will be very useful.
