What the Darul Iftas say

“The sunnah method of sharing condolences with the bereaved is to make dua for them and the deceased. You may sympathize with them by saying, "May Allah Ta'ala assist you and bless you with sabr (patience) and forgive the marhoom (deceased) and bless him with the highest stages of Jannah".”

Mufti Online — Sharing condolences (ta'ziyah) with the bereaved · 24 Apr 2015

“It is permissible to offer condolences to a non-Muslim whose family member or relative has died. In offering condolences, one should be careful in the use of words. Avoid statements that will compromise one’s Īmān.”
